Nebius’s planned 10GW AI data center in Finland is the only announced project that would dwarf Colossus 2 at full build-out — and it hasn’t broken ground.

Vertical integration at this scale is a different business model than the one OpenAI, Anthropic, or Mistral operate. Those companies are customers of compute infrastructure. SpaceXAI is the infrastructure.
