What Happened

Singapore’s Minister for Digital Development and Information, Josephine Teo, unveiled the Model AI Governance Framework for Agentic AI at the World Economic Forum in Davos, Switzerland, on January 22, 2026. The framework is the first of its kind globally, providing structured guidance for organizations deploying AI systems capable of autonomous decision-making and action.

The framework was developed by IMDA with input from both government agencies and private sector organizations. It builds on Singapore’s original 2020 Model AI Governance Framework but addresses the distinct challenges posed by agentic AI systems that can operate with minimal human supervision.

The announcement at Davos placed Singapore ahead of the European Union, United States, and China in establishing formal governance standards for this emerging category of AI technology. No other national government has published a comparable framework targeting agentic AI specifically.

Why It Matters

Unlike traditional and generative AI, agentic AI systems can reason independently, execute multi-step tasks, and interact with external systems without continuous human oversight. These agents may access sensitive data, update customer databases, process financial transactions, or modify production systems autonomously, introducing risks that existing AI governance frameworks were not designed to handle.

The framework fills a regulatory gap at a time when enterprises are rapidly adopting AI agents for customer service, software development, financial analysis, and business operations. Without governance standards, organizations face unclear accountability when autonomous systems make unauthorized or erroneous decisions that affect customers, partners, or critical infrastructure.

The problem of automation bias also compounds these risks. As organizations grow accustomed to reliable agent performance, they may reduce oversight at exactly the point when errors become more consequential, creating a false sense of security around autonomous operations.

Technical Details

The framework is structured around four core operational dimensions. The first requires organizations to assess and bound risks upfront by carefully selecting appropriate use cases, limiting agent autonomy to defined scopes, and restricting data access to only what each agent needs for its assigned tasks.

The second dimension mandates meaningful human accountability. This means establishing explicit approval checkpoints throughout agent operations, ensuring that no autonomous system can take high-consequence actions without a human in the loop. Organizations must designate accountable individuals for each agentic deployment.

The third dimension covers technical controls, including baseline testing before deployment, runtime access restrictions, monitoring systems to detect anomalous agent behavior, and implementation of agentic guardrails that constrain what actions agents can take within their operating environment.

The fourth dimension focuses on end-user responsibility and transparency. Organizations must clearly disclose when users are interacting with autonomous systems, provide adequate education about agent capabilities and limitations, and give end users meaningful control over the level of autonomy they permit.

April Chin, Co-Chief Executive Officer at Resaro, stated: “The framework establishes critical foundations for AI agent assurance. For example, it helps organisations define agent boundaries, identify risks, and implement mitigations such as agentic guardrails.”

Who’s Affected

The framework targets enterprises deploying agentic AI across sectors including financial services, healthcare, logistics, legal, and customer operations. Technology vendors building AI agent platforms will need to consider these governance principles in their product design, particularly around audit logging, access controls, and human approval workflows.

Multinational corporations operating in Singapore should evaluate their existing AI agent deployments against the framework’s four dimensions, even though compliance is currently voluntary. Organizations remain legally accountable for their agents’ actions under Singapore’s existing legal framework regardless of whether they adopt the governance guidelines.

The framework also sets a reference standard for other governments evaluating how to regulate autonomous AI systems. ASEAN member states and trading partners may adopt similar principles, making early alignment a practical advantage for companies operating across multiple jurisdictions in the region.
